Why is the background transparent?

A PNG with transparent corners sits cleanly on any colour. If the site you upload to shows a white square instead, choose White or a colour as the background.

What size should a profile picture be?

400 × 400 pixels is enough almost everywhere. 800 or 1000 is worth it for a site that shows a large version, such as a banner or an author page.

Do I need to crop it as a circle at all?

Why does JPG not work for this?

JPG has no transparency, so the corners would come out white or black. That is why the download is always a PNG.
