Is the text affected?

No. Only photos and scanned images are recompressed; text and vector graphics stay sharp and selectable.

Can I compress a PDF to a specific size?

Yes. Choose Target size and type the limit in KB, such as 200. Stronger compression is tried until the PDF fits, and the best quality that fits is kept. PDFs that are mostly text may not get that small; removing pages or splitting the file helps.
